Approval of Training Courses
Human Factors Training
There is no requirement for organisations to be approved to conduct this training. EASA AMC 145.A.30 (e) 9 states: “Human Factors training may be conducted by the maintenance organisation itself, or independent trainers, or any training organisation acceptable to the competent authority”
The crucial issue is that the Part 145 AMO has to assure themselves – usually through the Quality department – that the training suits their requirements and the scope of their approval. This is easily done when the organisation conducts the training in-house whether or not it is delivered by an independent or their own trainer.
An independent organisation offering training can tailor a course to a particular organisation. However, when offering initial or continuation training online or open access, they would have to deliver training that covers, in full, the list in GM 145.A.30 (e). The contractor taking this course can then be confident they have covered all the bases, irrespective of the scope of approval of the organisation to which they have contracted.
A word of caution: HF continuation training offered open access or online only covers the Human Factors aspect and does fully cover the requirements of Part 145.A.35 (d) unless tailored to a specific group using information supplied from the Part 145 organisation to which they are contracted or by whom they are employed. Part 145.A.35 (d) requires continuation training to “...ensure... staff have up-to-date knowledge of relevant technology, organisation procedures (my emphasis) and human factor issues”.
Certificates issued by Eden Valley Airworthiness Services specify the scope, directly or by reference, of the training received.
Fuel Tank Safety Training (FTS)
EASA Decisions 2009/006/R & 2009/007/R now outline the training requirements for FTS Phases 1 & 2. In brief, Phase 1 training is required before a person works without supervision. Phase 2, which is in-depth, is required by 31st December 2010 or within 12 months of joining an AMO or CAMO, whichever later.
Regulations Training
This refers to training usually covering Parts M and 145 where the respective parts specify the level of knowledge expected of those operating in CAMOs or AMOs, particularly in nominated positions. Again, no approval is needed to deliver this training.
